Government-sponsored prescription drug coverage is provided by Northwest Territories Health and Social Services and administered by Alberta Blue Cross.

Types of Benefits

There are three types of drug coverage benefits provided specifically by Northwest Territories. Further, native people have access to Non-Insured Health Benefits (NIHB), which is a service provided federally by Health Canada.

The three types of benefits are listed below:

Extended Health Benefits (EHB) for Seniors:

Prescription Drug Benefits through this program are administered by Alberta Blue Cross on behalf of Northwest Territories Health and Social Services. The program provides up to 100% coverage for eligible prescription drug products listed in the NWT Drug Listing. If the prescribed drug is not listed, your health care professional or pharmacist may submit a request to Alberta Blue Cross on your behalf for prior authorization to have the drug covered.

This program is meant for Métis and Non-Native residents who are 60 years of age and older. You are eligible for this program if you are registered with the NWT Health Care Plan, and also a permanent resident of Northwest Territories. You must apply to be considered for benefits: to apply, you need to complete an Extended Health Benefits Seniors Program application form from the Department of Health and Social Services.

Métis Health Benefits

Northwest Territories is the only jurisdiction in Canada that provides a supplementary health benefits program specifically for Métis residents. The Métis Health Benefits (MHB) Program provides additional health benefits similar to Non-Insured Health Benefits (the Health Canada program for all native peoples), but at a coverage level of 100%.

Alberta Blue Cross, on behalf of the Northwest Territories Health and Social Services, administers the Métis prescription drug program. You are eligible for any procedure that is listed in the Health Canada Non-Insured Health Benefit formulary.

To be eligible for the Métis Health Benefits Program, you must:

  • be a resident of the NWT and registered under the NWT Health Care Plan;
  • be a descendent of the Chipewyan, Slavey, Gwich'in, Dogrib, Hare or Cree people; and
  • have resided in or used and occupied the Mackenzie Basin on or before January 1, 1921, or be a Community Acceptance Member, or have been adopted as a minor.

Extended Benefits for Specific Diseases

This program (administered by Alberta Blue Cross on behalf of Northwest Territories Health and Social Services) provides up to 100% coverage for eligible prescription drug products as defined in the NWT Drug Listing – when the drug is prescribed by a health care professional and dispensed by a licensed pharmacist.

If a prescribed drug is not included in the NWT Drug Listing, your health care professional or pharmacist may submit a request to Alberta Blue Cross on your behalf for prior authorization so that drug can be covered.

You are eligible for this program if you are:

  • registered with the NWT Health Care Plan;
  • a permanent resident in the NWT;
  • non-Native or Métis;
  • have a specified disease.
